I wonder, did the governments world wide mandate the switch:
From whale blubber to oil?
From horses to cars?
From coal bins to Natural Gas?
From Ice Boxes to Refrigerators?
When better technology is available, at a lower cost, people will adopt it without government mandates.
There are always enough suckers out there (i.e. "first adopters") that will pay over 2$/W for solar panels and 50$ for an LED light bulb to allow these companies to grow without government subsidies or mandates.
Well, maybe if they didn't mandate these changes, they offered "incentives", didn't they?
